What's the name of this punk rock song and who sings it?

There's this obscure (?) punk song that starts out with a voice-over of some chirpy girl hitchhiking and this guy pulls over and says "where ya headed?" and the girl says (in her chirpy way) "California!" and then this 70's-ish psycho-killer music chimes in and then the guy says "I HATE California!" and then the actual song starts...anyone have ANY IDEA what I'm talking about??
