Do all russian tumbler pigeons have feathered feet?

I just recently got a Russian Tumbler Pigeon (I'm pretty sure that's what she is) but she does not have feathered legs/feet like all the pictures I've looked up. She looks perfectly like a Yellow Mottled Russian Tumbler, but no feathers on her legs.. Is this normal, could it mean she's mixed, is it a genetic mishap, and would this harshly affect the judgment on her, for FFA youth livestock showing at a fair? Thanks! All the info you have is appreciated!
