Was he going to hurt her?

My daughter was walking home with some friends today and they only live on the other side of the block from. So my daughter was walking down the sidewalk towards our house when she heard a car behind her. She didn't look back or run, but she could tell it was slowing down so she cut across our neighbors yard and then the car sped up. We are both kind of worried about this and she couldn't get the license number becuase it was gone to fast to really see anything, and she couldn't tell if it had pulled over or not. So my question is would he have tried to kidnap, , or otherwise abuse her?
